Instrumenta reviews telemetry and real-time monitoring against SAFER, from one measurement to the whole network.
- Sold as
- A written proposal after a consultation session: scope, deliverables and fee.
- Result
- Findings grouped by SAFER stage and system, with a proposed owner and action for each.
Purpose
Instrumenta checks the telemetry and monitoring you rely on, from one measurement to the affected systems or the whole network. The review follows readings from sensor to decision maker and tests the system against Sense, Assess, Forecast, Explain and Respond. You receive findings that show the evidence, the effect and a proposed owner for each action.
When it applies
- You have gaps in your data, and suppliers disagree about the cause.
- Decision makers do not trust a reading, or an alarm has reached the wrong person.
- You have inherited a network, taken over a project or become responsible for monitoring.
- A manager or regulator needs evidence that the monitoring is fit for purpose.
- You are considering network replacement and need evidence to guide the decision.
- A station has stopped reporting, or a storm or flood has damaged it.
Scope
Each measurement or system in scope is tested against the criteria of the five SAFER stages. Each finding is classified by stage and by system.
| Scale | Agree whether to review one measurement, the affected monitoring systems or the whole network. |
| Sense | Check that each instrument measures the intended quantity in the stated units. Trace every component from instrument to display. Check calibration, field checks, access and change control. Confirm that a named role receives notice of missing readings. |
| Assess | Check that people and systems can access the data they need directly. Verify that displays show units, time and decision reference levels. Check display documentation and the owner's ability to send data to other systems independently. |
| Forecast | Check that each decision has a stated forecast method and condition for action. Trace inputs to their measurements and compare forecasts with what happened. |
| Explain | Check each station's purpose statement and how results describe what is monitored. Review records of alarms and forecast errors. Check that each system's cost is known and proportionate. |
| Respond | Check that each trigger has an action, a named role and time to act. Check that automated actions notify a person and that actions are recorded. Confirm that more than one person can carry out the response and that responses are reviewed after events. |
| In the field | Inspect stations where the review calls for it. Check installation, power, communications and condition. Compare each reading with a measurement taken on site. |
Options
- A replacement case: whether ageing equipment should be replaced, as a brief for Monitoring system delivery.
- A review of access and change control after a change of supplier or ownership.
- A trial alarm on an agreed measurement, run as a Response exercise.
- A forecast method for a decision that has none, built from the data already collected, with its condition for action.
- Reconstruction of an event from the readings and the records, where a report is due to a board or a regulator.
Method
- Agree which measurements or systems to review and the decisions they support.
- Map the sensors, loggers, communications, power, platforms and people in the network.
- Review records, configuration and delivery history. Include a site inspection or test alarm where agreed.
- Discuss the findings and report an action and owner for each.
Deliverables
- Findings grouped by SAFER stage and system, with a proposed owner and action for each.
- A map of the network, its dependencies and the people responsible.
- A station-by-station report with photographs, immediate fixes and later work where stations are inspected.
- The evidence, consequence, SAFER stage and recommended action for every finding.
- Prioritised actions with a proposed owner for each.
- Actions your team can take, or a design brief for Monitoring system delivery where the network needs a new design.
